Personality and adaption-wise, Tsuna is prone to be a cheater than Hibari.

You see, Hibari is more of Japanese stereotype man so he is more reserved.

Tsuna meanwhile is more shy on his teenage life. But since he has more foreigners dna, complete with adapting in Italy and mafia-life, his eyes is quick on anything attractive.
